In boot journal I see:

libraries: libpthread.so.0: cannot stat shared object: Permission d
Bir 12 13:31:57 linux systemd[1]: Failed to start Name Service Cache Daemon.
Bir 12 13:31:57 linux systemd[1]: Unit nscd.service entered failed state.

AppArmor is active. If I dissable AppArmor, I can successfully start NSCD by
 systemctl start nscd.service

If I re-enable AppArmor, I can not start NSCD again
