Wait, when was this created?  At a fresh boot, it should remain without
asound.state until you shutdown/reboot again.

Maybe the modules weren't properly unloaded before the previous reboot?
Could you retry the step again?
- Forcibly unload modules
- Confirm that /proc/asound/cards empty
- Remove /var/lib/alsa/*
- Reboot
