My g-c-c, started with LANG=es

Seems my g-c-c translates just fine, when started using LANG=es
gnome-control-center

@Karl: yes, the update-translation packages is still the way to go (I'm
wondering though if we also feedback our updated translations to upstream? Or
if we actuall have an overview of which translations we have, which are missing
upstream).
