Seems that /bin/dracut-pre-mount hangs.

Please add:

rd.break=pre-mount rd.debug debug

to the kernel command line and boot.
When the system reached the emergency shell, get:

/run/initramfs/rdsosreport.txt

and attach it.
Afterwards, please execute:

/bin/dracut-pre-mount

manually from the initrd.
Does this work?
If so, just type: exit.
Does your machine boot then?
