Another interesting observation: My monitor also has a USB hub, which is connected to one of the USB ports of my Thunderbolt 3 docking station. And it turns out that in the cases where my monitor is not detected (as a device connected via DisplayPort over the Thunderbolt connection), the USB hub is still detected via USB over the Thunderbolt connection.
