Hey Martin /var/lib/openvswitch should only be used if there was no previous openvswitch installed. In case of upgrading over a version that is already using the old placement, /etc/openvswitch, then it should keep using that. But I recall that you had a bug previously for which you applied some manual workaround. Would this be the same system? I would try to reproduce on my side anyway.
