https://bugzilla.opensuse.org/show_bug.cgi?id=901322 claims it is fixed, however I am getting this message. I guess that was not the reason for the failure, turns out /etc is a btrfs subvolume that is not mounted in the initrd so that systemd complains /sysroot is not a valid OS tree, /etc/os-release is missing. How can I fix this, or if not how can I make /etc no longer be a subvolume?
