llvm5 and llvm7 packages produce several binary rpms with the same name: https://build.opensuse.org/package/view_file/openSUSE:Leap:15.1:Staging/dashboard/duplicate_binaries?expand=1 OBS can't deal with that so those binaries must only be produced by one package. In SLE llvm5 is in GA while llvm7 is in SP1 so we can't unconditionally have llvm7 build those packages only. So a possibility would be to only skip those binaries in llvm5 when built for Leap.
