Basically the proposal in openSUSE is based on whether it is a laptop (a laptop
is not expected to work as a server) or not.

Maybe a patterns check could be added to decide if choose network manager or
wicked choosing wicked in case of no X.

And as you commented seems more a question than a bug, so will close it as
invalid although will assign it to Richard in case he has something more to
add.
