TP-Link UE300 is a USB 3.0 Ethernet adapter that is based on the RTL8153 chip. Since commit ec5791c202aca90c1b3b99dff268a995cf2d6aa1 (included in 5.4), this adapter experience an regression in receive performance, from what previously was 3xx Mbits/sec down to 5x Mbits/sec. This issue is only reproducible when the adapter is *plugged into an USB 2.0 port*. Upstream Bugzilla: https://bugzilla.kernel.org/show_bug.cgi?id=205923
