There are actually two things:

> Failed to set keymap: Failed to execute program org.freedesktop.locale1: Permission denied

'man localectl' says:

> It communicates with systemd-localed(8) to modify files such as /etc/locale.conf and /etc/vconsole.conf.

This sentence is new in TW. Note that we don't have systemd running during
installation.

'yast keyboard' fiddles with a non-existent 'kbd.service'.
