It's not so much about the concrete setting (and if "onlyRequires = false",
then there is no issue at all).

If "onlyRequires = true", it should nevertheless be possible to set
"ignoreAlreadyRecommended = false" independently. 

Just be sure there's no automatism turning off "onlyRequires" if
"ignoreAlreadyRecommended" is set to "false".
