Intentionally. Zypp can't judge whether some arbitrary remote .repo file is suitable to modify a local repo which happens to have same alias. You can't add a repo with the same alias twice, no matter id .repo file or via CLI. If you want to remote control the local repo configuration of one or more clients, you can offer a RIS service. Then it's visible on the client which repos are intended to be managed remotely (see `zypper addservice`, https://doc.opensuse.org/projects/libzypp/HEAD/zypp-services.html)
