I can confirm this. I booted into tumbleweed, and looked at the value of /proc/sys/kernel/yama/ptrace_scope. It was 0. Then I did zypper dup, and it changed to 1. Same after a reboot. I worked around this by adding "kernel.yama.ptrace_scope = 1" in /etc/sysctl.conf.
