After skimming around, this looks like the intended change to reflect some BIOS setup that wasn't taken into account before. You can flip the Fn key behavior via Fn+ESC key on the fly, and this is stored as BIOS setup (POST / "Fn Lock Behavior" or such in BIOS menu).
