Comment # 3 on bug 1093392 from Josef Reidinger

I think reason is that we dropped using sysconfig for timezone and instead
using systemd way of time configuration with timedatectl at
https://github.com/yast/yast-country/blob/c2c98eec318dbc2a9edd4dfc5472b2c8d0f0167a/timezone/src/modules/Timezone.rb#L838

So what we can fix is to drop this line in sysconfig during upgrade of
yast2-country. Can you try if it helps for you? Just comment this line out from
sysconfig.
