Depending on how you specify the default, if you use index number to the
section then it could be shifted by adding or removing sections. If you use
title name then it should be fine unless the matched section was deleted.

@ Luiz:

Please help to attach the following

 output of 'grub2-editenv list'
 your grub.cfg for the wrong default
 your grub.cfg for the correct default

And please help to stat what's the title be your default in the attached
grub.cfg during booting.
