The target context is fine as this is a system with unconfined users. The problem is that because of some missing transition it tries to do this from scontext=system_u:system_r:kernel_t:s0 which can't work. Thanks for the detailed reproduction instructions. I have been away in August, but I'll reproduce this and try to find a fix.
