This can be fixed by enabling nanny. Which is supposed to deal with hotplug
scenarios like the one above.

In order to do so edit /etc/wicked/common.xml

-  <use-nanny>false</use-nanny>
+  <use-nanny>true</use-nanny>

and call:
systemctl restart wickedd
wicked ifup enp9s0

you should be able to plug in and unplug the cable and the network should be
configured automatically for you.
