I don't think a solution where we disable this fully is the right way to go. Also using the currently loaded policy is tricky since for some operations (e.g. labeling) the installed files are used. I created a naive POC in home:jsegitz:branches:openSUSE:Factory/rpm which tries to label, but doesn't fail in the transactional update case but just prints some debug output (not visible during normal operation). With that the installation works as expected and upon the next boot the missing/wrong labels will be set. @MLS: does that look acceptable to you?
