The s390x calibration data is taken from SLE15-SP5 for now as new s390x builds
with "with_calibrate" were blocked by qemu. Will regenerate the calibration
data later.

The process to generate calibrate.conf is now documented in
packaging/suse/calibrate/README

Sorry this took so long. The calibrate.conf generation was broken and really
hard to debug, so I had to change it a lot to see what was wrong.
