This is happening too early in the process to be an out-of-memory problem (the
repositories, which are the real memory-eaters are not loaded yet).

And, as pointed by Stefan, this sounds similar to other recent problems
allocating memory in TLS. We thought only some aarch64 systems were affected,
but maybe there is a more general problem. Not sure who would be the correct
assignee for glibc and memory allocation problems, but I'm trying with the
kernel component.
