policycoreutils needs a Requires for python3-policycoreutils or the python
scripts from policycoreutils needs to be moved to python3-policycoreutils.

python3-policycoreutils misses a Requires for python3-setuptools

The wrong requires for python2 packages in policycoreutils needs to be removed.
python3-policycoreutils has the correct requires already and contains the
python scripts, which requires this python modules.
