The fix is in mainline v4.12-rc3 as commit 0e78a87306a6 ("esp4: Fix udpencap
for local TCP packets.") and is also queued for stable-4.11 so that it's going
to get into Tumbleweed eventually. As that can take some time, I'm going to
submit it to stable branch to make sure the fix gets into Tumbleweed package
as soon as possible. I can't guarantee it's going to be in the next update,
though, as there may be one already submitted.
