Per Bug #1152770, default configuration files provided by packages are supposed to be moved to /usr/etc and only admin managed files are to be placed in /etc. Many packages derive the '/etc' directory from the 'sysconfdir' parameter used in packaging and autotools. Now that our packaging system has added 'distconfdir' we should also add that option to autotools to facilitate building packages that build using autotools.
