It looks like the change for the original review and permissions approval has
been applied to Leap 15.3: See bug 1183669 comment #19. If you build against
openSUSE:Leap:15.3:Update this package is already included. So it is either
incomplete or something else is broken.

For Leap 15.4 the change does not seem to be there at all.

Please re-open the original review request so that all the context is there,
and request inclusion. Otherwise branch the permissions package into your
project.
