Again, they have been dropped on purpose.
And they were not available in Leap anymore since years. I think the last
openSUSE release that had them was 13.1.

Sure, if you install kmail-lang and probably others.

That's strange.
The KDE packages all do recommend the translattions.
That can be satifisfied by either a bundle-lang-kde-xx or the corresponding
xxx-lang package.
As bundle-lang-kde doesn't exist anymore, "zypper inr" should install the -lang
packages.

No idea what went wrong there, but it's definitely not a bug in the KDE
packages.

As there are no separate language packages anymore, the languages tab in YaST
won't be able to install them either.
