The KDE packages all do recommend the translattions. That can be satifisfied by either a bundle-lang-kde-xx or the corresponding xxx-lang package. As bundle-lang-kde doesn't exist anymore, "zypper inr" should install the -lang packages. No idea what went wrong there, but it's definitely not a bug in the KDE packages.
