According to that discussion it looks like they overlooked an actual use case.
So question is if that approach is broken by design ie bad idea or was just
never properly completed. From an outside PoV like mine it looks like the
latter. Neal 
mentioned that having the path below the dbpath causes issues with rebuilddb.

So assuming that the location can be changed, support for multiple directories
(like /etc) added and --import fixed it still looks like a good idea to me.
