openSUSE 13.1 apcupsd was working correctly until sometime in the last few weeks. Lately, it would not start because the configuration file could not be read. I found that removing the profile for apcupsd in apparmor would eliminate the problem. I replaced the apcupsd profile and ran aa-complain. Looking at this profile using a text editor, I see the complain flag has indeed been set. Apcupsd will run correctly. I cannot find the log file mentioned in the documentation though (I'm looking for /var/log/audit/audit.log).
