The package openstack-macros installs the files
/etc/rpm/macros.openstack-{common,singlespec,suse}
RPM packages though are supposed to install their macro files to
/usr/lib/rpm/macros.d (use the variable %{_rpmmacrodir})
This in order to further work towards the goal of 'empty /etc' for a default
setup.
