Installed K3b Version 21.12.3-bp154.1.30 from openSUSE:Backports:SLE-15-SP4.
When setting up devices a message popup saying
For K3b to get full access to the writer device, the actual user must be added
to the group cdeom.
The Permission helper that could do this for you was not enabled during build.
Please rebuild the package with the Permission helper enabled or contact your
distribution.
I have manually added : usermod -aG cdrom my_user
However, when burning Blu-ray video to BD-RE discs with cdrecord it reports
cdrecord: Insufficient 'file read' privileges. You will not be able to open all
needed devices.
cdrecord: Insufficient 'file write' privileges. You will not be able to open
all needed devices.
cdrecord: Insufficient 'device' privileges. You may not be able to send all
needed SCSI commands, this my cause various unexplainable problems.
cdrecord: Insufficient 'network' privileges. You will not be able to do remote
SCSI.
