sys-kernel-config.mount needs modprobe@configfs.service since systemd v246.7 (https://github.com/systemd/systemd/commit/42cc2855), so the kernel configfs fails to mount in the initrd. Fixed upstream (https://github.com/dracutdevs/dracut/commit/928252a1), this patch needs to be backported to TW and from SLE15-SP3 (Leap 15.3) onwards.
