After switching from Leap 42.3 to Leap 15, the default input device is
xf86-input-libinput instead of xf86-input-evdev.

This looks like effect of the debouncing code in libinput. The whole
down-up-down-up sequence happens in about 12 ms. If this is the case, we should
find out how to disable debouncing for this device.
