My 42.3 System was a fresh install and has the problem (ssd).
I also tried to replace the btrfs-balance and btrfs-trim scripts with the
suggested combined btrfs-balance-trim script but that didn't change anything.
(Mostly there is about 30 minutes of stagnation on fridays but sometimes it's
several hours.

BTW: I think the best workaround is to remove the scripts altogether and make
the balance every 1 or 2 month by hand instead of disabling quotas.
