The warnings about duplicate lines in /usr/lib/tmpfiles.d/fs-*tmp.conf are
still there, and yes they say the lines in /usr/lib/... are ignored, not the
lines in /etc/tmpfiles.d/5-tmp-local.conf, so it's cosmetic.

If that was meant to be changed as well then it's not yet.
