Similar to chrony (bug 1156884) systemd should not hardcode built in ntp pool servers by default. Instead, separate subpackages can be created that add a pool, eg in /usr/lib/systemd/timesyncd.conf.d/pool.conf. That allows to have e.g. appliances that work offline. Also helps to get rid of the is_opensuse macro for Leap/SLE.
