I agree (eventually).

It's much simpler if all tmpfiles are kept in one place like it was before
filesystem (silently) introduced fs-var.conf...

Sure that most of the paths aren't systemd specific but until another better
solution is fully implemented (like the one Ludwig mentioned) it seems better
to have a central place than having paths in /var maintained by filesystem,
some other paths maintained by aaa_base and the rest by systemd.

So what about dropping fs-var.conf from filesystem ?
