It is for sure the missing the missing suse-module-tools-scriptlets. I tested back on the first machine. I also adding a mount for /boot/efi to the efi partition. It made no difference. So boot manager not managed prevents the scriptets from being installed. On both systems I manually checked suse-module-tools-scriptlets during install and it added many more programs. Both now boot fine. So this is a problem with the installer when boot not managed is selected.
