I too am seeing this issue on Leap 42.1 Milestone 2.

When trying to install salt, salt-minion et al.:

Problem: nothing provides python-zypp needed by salt-2015.5.5-3.1.noarch
 Solution 1: do not install salt-2015.5.5-3.1.noarch
 Solution 2: break salt-2015.5.5-3.1.noarch by ignoring some of its
dependencies
