It was available in Leap 15.2 but not 15.3 - probably did not survive the Jump repo setup change. Also we do use u-boot in SLE so we will need to include the compiler and the ATF in the SLE repositories to be able to build it. In 15.2 we could rebuild u-boot in Leap with different dependencies but that's to be avoided in 15.3.
