I have tested it on openSUSE 13.2. with Hungarian language and with Hungarian
keyboard layout:

vty: I have no problems there:
  - '��' is displayed as '��' 
  - '��' is displayed as '��'

tty: There are problems:
  - '��' is displayed as 'o'
  - '��' is displayed as '��'
