The problem is gsettings key "org.gnome.software.download-updates" in Leap 15 is set to false by default. It should be true by default, which is expected and defined in gsettings schema file. I'm not sure why it's set to false by default in Leap 15. I checked a few branding packages and didn't find any clue.
