Given TW20180702 and the openSUSE Mozilla repo enabled, Thunderbird 52.9 does not provide/contain any (additional) language packages anymore, even though MozillaThunderbird-translations-common-52.9.0-3.1.x86_64 is installed. By the way, it works fine for Leap 15.0 and the coresponding Mozilla repo.
