Yes, the Tumbleweed installer has a general problem with installing the
translations, i.e. it only installs the english files regardless of what
language you select. (also for other things like GTK, YaST, Firefox, ...).
That's tracked as Bug#945039, which should be fixed already actually, but the
fix hasn't made it into Tumbleweed yet.

Note that this does not affect the Plasma5 desktop to some degree because of a
different problem: some translation files are part of the package
bundle-lang-kde-en for *all* languages.

Going into YaST->Software Management->View->Languages and installing the
language there should work and install the corresponding packages.

The question now is: does this install kde-l10n-de (or whatever language you
select) or not?
If yes, this is a duplicate of Bug#945039.
If not, there's another problem, specific to the KDE packages, not the
Installer in general.
