Okay, I figured it out.

You don't get that option on an installed package, only an uninstalled one. So
if you're dealing with a package that keeps getting installed, marking it as
taboo is a two step process. You have to uninstall it and then run the sw tool
again just to mark it as taboo.

That's pretty terrible IMHO.

The software update tool is terrible also. It spams notifications, and it needs
to go away.
