I've experienced a very similar problem on two Supermicro H8QG6 with intel
interfaces and Leap 15.0

which are controlled by the igb model, when I set a static address and reboot
the system has trouble going through the boot procedure and hangs for a very
long time displaying messages like

Failed to start wicked DHCPv4 supplicant service.
See 'systemctl status wicked-dhcp4.service 'for details.

and similar for DHCPv4 and AutoIPv4

eventually, after 1 hour or so, I am able to log in but the system is totally
unresponsive.

after seeing this bug report I reverted to a DHCP network configuration and now
my systems are responding normally.

Ways to replicate the problem: install Leap 15.0 on a system that uses this
type of NIC, add a static address to one of the NICs and reboot.
