This bug blocks the build of an updated perl-Encode package on Leap 42.2 which is needed by request-tracker which is therefor currently disabled on Leap 42.2. With the fix ported back from Tumbleweed to 42.2, I could at least fork those packages and unblock our upgrade from 13.2 to Leap 42.2.
