It seems that zypper doesn't create '/var/run/reboot-required' after successful update and thus the 'package_reboot_if_required' doesn't identify that we need to reboot. Yet "zypper ps -s" shows the recommendation to reboot, so maybe the first run of zypper can add "/var/run/reboot-required" when it's recommended to reboot. This way cloud-init will properly restart the system after provisioning.
