meld-3.15.1-96.1.noarch is available here:
http://download.opensuse.org/repositories/GNOME:/Apps/SLE_12/noarch/

But the version 3.15.1-96.1 is incompatible with SLE12.
If you install it and try to start meld, you get:

Meld requires GTK+ 3.14 or higher.

which cannot be satisfied on SLE12 (SP1).

A few weeks ago, there has been an older version of meld available which was
3.14.x based.. this version did not have this problem.

I see two ways how this could be resolved:
A) remove meld completely from this obs-project for SLE12 (because meld is also
available in an older version (3.12.3-1.42) from the SLE12-SP1 Installation
media.
B) downgrade meld in this obs-project to a version ...3.14? that is still
working on SLE12
