Well, it should work in openSUSE too if the locale was set correctly.
And you'd probably have the same problem in KUbuntu if you set your locale to
'C'.

The question is *why* the locale is set to 'C'.

Can you please confirm if the output of locale is the same when logged in to
IceWM?
